The post-exilic Israelites suffered a destructive drought. Based on this historical experience, Joel invites the people to repent and reassures them of God’s imminent, effective and liberating presence in their woes. This biblical history presents a paradigm within which the troubles of contemporary Africa can be understood and dealt with.
